DESCRIPTION
The Project "Strengthening urban resilience through humanitarian protection, management of collective centers and communication in San Cristóbal, Dominican Republic" is a 2-year project (2013-2014), funded by the General Directorate of Humanitarian Aid and Civil Protection of the European Union, with the objective of strengthening the resilience and risk management in urban and peri-urban areas of the Dominican Republic, which are highly exposed to threats of natural origin and socioeconomic and institutional vulnerabilities. Specifically, it aims to: a) strengthen the knowledge and capacity of the key actors of risk management and humanitarian protection to implement disaster response according to the principles of humanitarian protection, b) increase the knowledge and capacity of collective center managers to provide shelter options appropriate to humanitarian protection standards, c) increase risk awareness, communication and early warning among all humanitarian actors, d) increase the capacity to reduce and manage risk in target communities.
To contribute to the achievement of these objectives, MEL IC has been contracted to carry out the following tasks:
1. Develop the Monitoring, Evaluation, Accountability and Learning (MEAL from now) strategy of the whole intervention, based on the standards established in the proposal and references of the Oxfam-Plan-Habitat Consortium.
2: Offer remote advice and training to the Oxfam-Plan-Habitat Consortium team related to the implementation of the MEAL strategy.
3: Compile, consolidate and develop MEAL progress reports on a bi-monthly basis, including beneficiary counts (including disaggregation into sex, age and nationality).
4: Apply and write the CAP INCIAL and CAP FINAL survey on disaster risk reduction in the target communities of the project.
5: Capitalize on genuine processes developed within the framework of the project (with emphasis on lessons learned and the protection of vulnerable groups), as well as the collection of success stories.
6: Support through MEAL inputs in the processes of accountability to partners and donors (initial quarterly report, intermediate report DG-ECHO, second quarterly report and final report DG-ECHO) as well as the rest of the processes of humanitarian accountability.
7: Coordinate, process the information and develop the report "Vision of the First Line-Dominican Republic3" based on the inputs provided by the Oxfam-Plan-Habitat Consortium, the DIPECHO partners and the member institutions of the Risk Management Forum.
IMPACT
The consultancy "Design and implementation of the MEAL system of the project 'Strengthening urban resilience through humanitarian protection, management of collective centers and communication in San Cristobal, Dominican Republic'", carried out from September 2015 to October 2016, It has provided the project with a MEAL system necessary to effectively and efficiently implement it and achieve the objectives set.
The SEA system developed by MEL International Consulting for the Project has provided data for the analysis of socioeconomic and political determinants of vulnerability to disasters and clues to modify interventions according to the findings of the system.
Additionally, the analysis of the data collected by the "first line" survey has allowed MEL IC to develop the "First Line Report in the Dominican Republic", providing analysis of the risk factors, vulnerability and resilience of the communities that respond first to the different types of threats, and recommendations for the efficiency and effectiveness of future interventions.
