JULIO JOSÉ ESPINOZA VILLEGAS

Graduated in Management, with Postgraduate degrees in Environmental Impact Assessment of projects, Project Management, Formulation and financial and social evaluation of investment projects, Human Resources, Finance and Marketing, and Master in Economics with specialization in investment projects.

Specialist in Planning, Management, Monitoring, Evaluation, Social Accountability and Learning (PMEAL) of programs, and social and investment projects, applying cross-cutting approaches, such as: Approach of rights (Advocacy and political action), Approach to justice of Gender, Disaster Risk Reduction (DRR) and Adaptation to Climate Change (ACC), has 15 years of experience in development cooperation.

Has HAP certification on Accountability in a Humanitarian context.

He currently serves as a Planning, Monitoring, Evaluation, Accountability and Learning Advisor for the global department of community finance at Oxfam America; He is also co-founder of MEL International Consulting and Manager for the United States.

He has worked for 11 years with indigenous populations and impoverished ethnic communities and located in ecologically vulnerable zones in Nicaragua, contributing to the first land titling experience in indigenous reservations in the country.

During the years 2012 - 2013 it has facilitated actions for the design, monitoring, evaluation and learning of 6 systems of Planning, Monitoring, Evaluation, Social Accountability and Learning of 6 joint Oxfam Intermón programs in Nicaragua and the Dominican Republic.

He has extensive experience in the establishment of SEA systems and in the technical, financial and human resources management of territorial protection projects / programs, organizational strengthening of basic structures, water and sanitation, disaster preparedness, humanitarian assistance and rural development.



It is facilitator of participatory diagnostics under the Approaches of: Logical Framework, Management by Results and the effects and impacts and expert in systematization and dissemination of lessons learned and methodologies developed in the framework of projects.

He has extensive knowledge of the PME methodologies of the European Union, OXFAM, ECHO, DIPECHO, HIVOS, GTZ, among others.
